It says "SAY". This means its telling the reader to say it, and in this situation it is saying to tell it to the nonbelievers. Its saying that a believer should be among the first to bow down to God in a religious situation. Its telling Muslims to take initiative. It has nothing to do with what you were saying. When Moses came to the place appointed by Us, and his Lord addressed him, He said: "O my Lord! show (Thyself) to me, that I may look upon thee." Allah said: "By no means canst thou see Me (direct); But look upon the mount; if it abide in its place, then shalt thou see Me." When his Lord manifested His glory on the Mount, He made it as dust. And Moses fell down in a swoon. When he recovered his senses he said: "Glory be to Thee! to Thee I turn in repentance, and I am the first to believe."
Moses was the first to believe in his situation, aka the Hebrew area. the first to believe on the mountain. What MOSES (hence the quotes) is saying is an expression, not a literal "im the first human in history to believe".
To answer your question- Adam was the first submitter to God according to Muslims.

Also, to verify this, notice how every Muslim around the world that has memorized the Quran knows the EXACT same verses.
